Abstract
This study aims to derive policy tasks by identifying the characteristics and needs of people with deafblindness as the issue of support for the deafblind has recently occurred and to prepare a service support plan reflecting the aspects of deafblindness in the future. For the research method, the mixed method was used. Previous studies in Korea and abroad on the definition and support services related to deafblindness were reviewed, a survey of 45 people with deafblindness in Seoul, and in-depth interviews were conducted with 8 people including deafblind, academic and field professionals to explore additional support plans. Based on the results of the analysis, it was suggested that, first, a survey should be conducted on the current status and service needs of people with deafblindness and their families. Second, a service support center for the deafblind should be established. Third, training deafblindness experts and education for support personnel should be preemptive. In addition, communication education is essential to strengthening the independence of people with deafblindness. Finally, this study proposed to develop a person-centered independence support project model, establish a national-wide network of experts on deafblind, and cooperation between institutions.
